Japan will begin test drilling for oil and gas off Niigata coast in 2013

Commercialization could begin as early as 2023. The government previously conducted drilling surveys off the coast of Niigata in fiscal 2003 and fiscal 2004, but it was unable to confirm reserves viable for commercialization. However, oil demand in Japan has declined overall since 2000 by nearly 20% due to a number of factors.
