Slated for a July 2011 start, it would regulate 1000 of the country's biggest polluters and 75 percent of the country’s greenhouse gas emissions. The plan is designed to cut Australian emissions by at least 5% from 2000 levels by 2020, or up to 25% if similar levels are multilaterally agreed upon in Copenhagen.
