These zoning decisions blow in whatever direction the development winds are gusting in the city at the moment and there is no consistency, logic or equity in the decisions made. I said I would consider it, but that I was really hoping to establish a precedent, legally speaking, beyond Torrance. It’s part of my tribute to him.
