Annual sales of Zero Emission Vehicles (ZEVs) and Transitionary ZEVs (TZEVs) under the new ACC proposal are projected to reach 15.4% Nonetheless, staff believes that manufacturers will be able to certify their vehicles to both California and federal requirements when both programs are in effect.
