In 1944 Skolnik joined the American Institute of Electrical Engineers , one of IEEE’s predecessor societies. in engineering from Johns Hopkins University , in Baltimore. He earned a bachelor’s degree in electrical engineering in 1945 from Northwestern University , in Evanston, Ill. He also worked as a consultant in Europe.
