Plug-in hybrid, full battery-electric and hydrogen fuel cell vehicles count toward an automaker’s requirement. Existing LEV III standards require the light-duty vehicle fleet to meet a declining fleet average standard for non-methane organic gases and oxides of nitrogen (NMOG+NO x ) that reaches 0.030 grams per mile in the 2025 model year.
