Fuel cell cars should be plug-in hybrids so that the fuel cell is used only for extended range, and the fuel cell stack and hydrogen storage can be smaller. Older "Classic" Priuses lack the low-speed electric-only mode and the battery storage space that makes this possible. So for now were sticking with PHEV.
