If it were legal to deliver rescued migrants to Libya, it would be as cheap as sending rescue boats a few extra kilometers south instead of east. Outbursts of violence, economic precarity, and perhaps even climate change will motivate migrants despite the technological barriers. It’s too early to tell whether.
