By announcing the grant will commence in 2011, Mr. Hoon is actually inviting consumers to wait until 2011 to buy an electric car. This is clearly detrimental to the introduction of battery electric vehicles into the UK market and meeting its target of reducing CO2 emissions by 26 per cent by 2020.
