By the White House’s own calculation the new rules will increase the average price of a new car by $1,300 and with the majority of the pollution coming from the oldest, dirtiest cars the Obama plan could actually slow progress by making people less likely to buy newer, cleaner cars due to the increased cost.

This does not mean that you will not be able to buy that Cadillac or Corvette you have been admiring. Virtually any car, truck or bus can be made or redesigned as a long-range PHEV. These installations will need to produce about 3kW to 4 kW of peak solar or wind power per car. Smaller and lighter, it requires less liquid fuel.
