Plug-in hybrids differ from hybrids on the road today in that they can go longer distances on battery power and can be recharged via electrical outlets. Google Inc. GM calls the Volt an extended-range electric vehicle, or EREV. NEV stands for neighborhood electric vehicle, which can travel at a top speed of 25 mph.
