The US emitted approximately 7 gigatons of CO 2 equivalent in 2008 (the most current year for which such data were available). A carbon-pricing system is the most cost-effective way to reduce emissions. Carbon pricing alone, however, is not enough to sufficiently reduce domestic emissions, the report warns.
