It was a Manufacturing Failure, as GM NEVER planned to build the car in Volume, so No Economies of Scale were ever achieved. If you build a car as a "kit car" with no real factory, then yes, it will never be an economic success. it was the first batch of EV1s that they tried to use lead acid batteries and developed problems.
