" President Obamas auto task force doesnt see it that way. Engineering proptypes enjoy a tax break. Companies can not sell engineering prototypes in which the company got R&D tax breaks in developing the product. Toyota Prius modders have already been adding larger batteries so the vehicle can run on battery power.
