It features ABS brakes, dual airbags, and is designed to meet all European and U.S. They are either glorified golf cart city cars like this one or they are only for the very wealthy like the Tesla.

The four-door sedan will deliver 40 miles on a charge; a small gasoline engine will recharge the battery as it approaches depletion, extending its range by as much as 200 miles. I had surmised this in my 2002 car design thesis [link] even before anyone was talking about plug in series hybrids. 30 mpg is NOT efficient.
