The Pickens Plan calls for reducing dependence on oil, expanded use of renewable energy, a new 21st-century power grid, increased conservation and efficiency initiatives, and developing alternative fuel vehicles, such as natural gas-powered trucks and plug-in hybrid electric vehicles (PHEVs).

Since 2007, GE Aviation has partnered with several government entities and airlines worldwide in demonstrating various alternative fuels in its engines, either through ground tests or full-fledged aircraft flight demonstrations. The facility, to be located in Hudspeth County, Texas, is expected to be operational by early 2016.
