Navigant’s analysis indicates that only buyers in California and Oregon will purchase sufficient numbers of vehicles in order to meet the ZEV requirement in 2018 and 2019. presence in Indianapolis. By 2022, not even California will meet the 10% ZEV requirement. The result is a marketplace that is more competitive with better products.
