Researchers looked at changes in a number of pollutants including nitrogen dioxide (NO 2 ), particulate matter as fine (PM 2.5 ) and coarser (PM 10 ) particles, carbon dioxide (CO 2 ) and black carbon. In some locations emissions abatement policies were offset by changes in traffic flow. Fine particulate matter measured as PM 2.5
