The ACC program was first adopted by CARB in 2012, including the Low-Emission Vehicle (LEV) III Criteria Regulation; the LEV Greenhouse Gas (GHG) Regulation; and the Zero-Emission Vehicle (ZEV) Regulation. Many states and nations have set targets and goals to phase out the sale of internal combustion cars.
