I had surmised this in my 2002 car design thesis [link] even before anyone was talking about plug in series hybrids. You guys go ahead and buy your 40 mile per charge GM golf cart. Generating electricity from wind and geothermal rather than a CO2 producing sources would help alleviate that problem.
