Russia Considering Coal-to-Liquids Plant

Russia is considering building a coal-to-liquids (CTL) plant, according to Energy Minister Sergei Shmatko, speaking at an energy forum in Moscow. Russia produced 321 million short tons in 2006 (roughly a quarter of US coal production), making it the fifth largest in the world.
