The Chevy Volt is going to count on an overnight charge from a standard wall outlet. They are either glorified golf cart city cars like this one or they are only for the very wealthy like the Tesla. The Renault-Nissan Alliance is building fleet charging stations in Portland and Phoenix. Electric cars a still a joke.
