California Hydrogen Business Council says a robust P2G RD&D program should be a priority for the state

P2G systems use electrolysis powered by renewable energy to split water into hydrogen and oxygen—i.e., P2G converts electrical energy to chemical energy in the form of hydrogen. The water consumption of the P2G process is small, with about 50 gallons of water required to convert 1 MWh of power into 20 kg of hydrogen.
