I wrangled a few hours of charging back in December from Bob Hayden, the SF Department of the Environment's EV Czar. San Francisco's Department of the Environment just received its first LEAF, which now uses one of these spaces. The federal funding should have come with strings attached. No connecting to a network, no payment.
