Criticism for Government green car buys

It seems like a great idea in theory - the US Government is backing up its calls for the public to move to green cars by buying some of its own. They have an average rating of 22mpg city/32mph highway with hybrid vehicles only achieving marginally better mpg ratings than their conventional counterparts.
