A limit was imposed on emissions from the power plants, and utilities were allowed to buy and sell permits to comply. states (Illinois, Iowa, Kansas, Michigan, Minnesota, and Wisconsin) and one Canadian province (Manitoba). If they don’t have enough allowances to cover their emissions they must purchase more or face a penalty.
