This does not mean that you will not be able to buy that Cadillac or Corvette you have been admiring. This effectively means that the owner of a new PHEV can buy a new vehicle and most of its fuel for the next 20 years. We can set a goal to have every new vehicle purchased be a PHEV. Smaller and lighter, it requires less liquid fuel.
