Petroleum refiners have to put a certain amount of renewable fuel—such as ethanol derived from corn or cellulose—into the U.S. From 2006, the RFS set a schedule of yearly obligations through 2022, with annually rising RIN targets. It didn’t help that fossil fuel producers fought tooth and nail to reduce their obligations.
