They will also offset the excess emissions of hydrocarbons, nitrogen oxides, and carbon monoxide resulting from the sale of the illegal engines and equipment.

The worst sites in California have demonstrated a 52% improvement in ozone from 1976 to 2010, a 29% improvement in fine particulate matter (PM 2.5 ) from 2001 to 2010, an 84% improvement in carbon monoxide from 1970 to 2009, and a 92% improvement in sulfur dioxide from 1970 to 2009.
