Montenegro leaped 48 slots, from 89 th place in 2010 to 41 st in this year’s ranking. Sulfur is found naturally in crude oil. Overall, the majority of countries are moving toward low-sulfur, cleaner fuels. China was 54 th , but the cities of Beijing, Shanghai and Guangzhou have lower sulfur limits. —Frederick L.
