These zoning decisions blow in whatever direction the development winds are gusting in the city at the moment and there is no consistency, logic or equity in the decisions made. I said I would consider it, but that I was really hoping to establish a precedent, legally speaking, beyond Torrance. I want it to be all of California.

If a go-cart cant legally drive there, then this thing wont be able to either. Keep them off the damn sidewalks. Look at it this way.
