The US Environmental Protection Agency (EPA) Administrator Scott Pruitt announced the completion of the Midterm Evaluation (MTE) process for the greenhouse gas (GHG) emissions standards for cars and light trucks for model years 2022-2025, and his final determination that the current standards are not appropriate and should be revised.

US President Barack Obama announced fuel efficiency and greenhouse gas emission standards for medium- and heavy-duty vehicles. Heavy-duty engines affected by the final standards are generally those that are installed in commercial medium- and heavy-duty trucks and buses. The standards will phase in to the 2017 levels shown in Table 1.

The no action alternative assumes, for the purpose of NEPA (National Environmental Policy Act) analysis, that NHTSA would not issue a rule regarding CAFE standards. NHTSA also will consider the cumulative impacts of the proposed standards for MY 2017–2025 automobiles together with any past, present, and reasonably foreseeable future actions.

However, they note, a clean US hydrogen economy will require a comprehensive strategy and a 10-year plan. The Hydrogen Earthshot is necessary to create a hydrogen economy, but it is not sufficient. An H 2 economy already exists, but it involves lots of greenhouse gas emissions. A clean H 2 economy does not exist today.
