At the end of last week, the Virginia State Senate passed HB 1965, which directs the State Air Pollution Control Board to implement a low-emissions and zero-emissions vehicle program for motor vehicles with a model year of 2025 and later. This bill will go to Governor Northam’s desk to sign and enact into law.

The National Highway Traffic Safety Administration (NHTSA) estimates that 9,560 people died in motor vehicle traffic crashes in the first quarter of 2022. Also, 29 States and the District of Columbia are projected to have experienced increases in fatalities; 19 states and Puerto Rico saw traffic deaths decline during this period.

Along with the increase in the number of pedestrian fatalities, pedestrian deaths as a percentage of total motor vehicle crash deaths increased from 12% in 2009 to 17% in 2018. The current study is based on preliminary data from all 50 states and the District of Columbia (D.C.).
