At the end of last week, the Virginia State Senate passed HB 1965, which directs the State Air Pollution Control Board to implement a low-emissions and zero-emissions vehicle program for motor vehicles with a model year of 2025 and later. This bill will go to Governor Northam’s desk to sign and enact into law.

The Advanced Clean Trucks (ACT) rule requires the sale of at least 30% zero-emission trucks by 2030; the HDV Omnibus rule requires a 90% reduction in NO x emissions from Model Year 2027 engines; and the California Phase 2 greenhouse gas rule sets standards to improve the efficiency of tractor-trailers. The Colorado Air Quality Control Commission (AQCC) approved new low emission vehicle (LEV) standards for new light-duty and medium-duty motor vehicles sold in Colorado beginning in the 2022 model year. Under the proposed settlement, lodged with the US District Court for the District of Columbia, Daimler will recall and repair the emissions systems in Mercedes-Benz diesel vehicles sold in the United States between 2009 and 2016 and pay $875 million in civil penalties and roughly $70.3 million in other penalties.
