Since the positive terminal of the auxiliary battery is tied to the unswitched 12V rail, the negative terminal of the battery is at zero volts. If the 12V battery is dead, you need a small 12V battery (9V would probably work) to activate the DC-DC converter relay to bootstrap the 12V charging process. Whenever we take a source, convert it and then use it to generate electricity (usually steam generation) or use it to run an internal combustion engine it seems counter intuitive efficiency wise.
