As part of the Federal Government’s response to a fire and shutdown at the bp Whiting Refinery in Whiting, Indiana, US Environmental Protection Agency (EPA) Administrator Michael Regan issued an emergency fuel waiver to help alleviate fuel shortages in four states the supply of gasoline of which has been impacted by the refinery shutdown.

President Biden called on Congress to suspend the federal gas tax for the next 90 days, through the busy summer driving season—18 cents per gallon for gasoline and 24 cents per gallon for diesel. For context, in the first quarter of this year, EV sales accounted for less than 5% of new car sales, despite rising gasoline prices.

Advocacy group Coltura has published a report that finds converting the biggest users of gasoline to EVs in the next ten years is critical to reaching climate goals and that present EV policies are poorly suited to accomplishing that conversion. Among the findings of the report: Drivers are highly unequal in their gasoline consumption.

The Environmental Protection Agency (EPA) is finalizing the federal greenhouse gas (GHG) emissions standards for passenger cars and light trucks for Model Years (MY) 2023 through 2026. EPA is planning to initiate a separate rulemaking to establish multi-pollutant emission standards under the Clean Air Act for MY 2027 and later.
