California’s Truck and Bus regulation ( earlier post ) has been in effect since December 2008, with the purpose of reducing emissions of diesel particulate matter (PM), oxides of nitrogen (NO x ) and other criteria pollutants from in-use diesel-fueled vehicles. Public agency and utility vehicles (not federal).

The US Environmental Protection Agency (EPA) has updated rules making it easier for manufacturers to sell fuel conversion systems—i.e., systems that alter a conventionally-fueled vehicle or engine to enable it to run on an alternative fuel. The funds will support the deployment of thousands of zero-emission trucks, school buses and transit buses to deliver clean air benefits to communities hit hardest by the impacts of pollution from medium- and heavy-duty vehicles. Funding for the program is scheduled to phase out at the end of December 2023.

The advisory group advises the CEC and the California Public Utilities Commission about programs that will help achieve clean energy and pollution reduction while being effective and useful in disadvantaged communities. This initiative follows a 2008 incentive program that put into service more than 2,200 trucks that currently meet or exceed 2007 US EPA emission standards. Since the launch of the Clean Truck Program on 1 October 2008, pollution at the Los Angeles-Long Beach port complex has been reduced by more than 23%, according to the Commission.
