Under Assembly Bill 32 passed in 2006, California must reduce its emissions to 1990 levels (431 million metric tons) by 2020. The state’s latest Greenhouse Gas Emissions Inventory shows that California emitted 429 million metric tons of climate pollutants in 2016—a drop of 12 million metric tons, or three percent, from 2015.

The 2000 Fleet Rule for Transit Agencies (Transit Fleet Rule) required reductions in both criteria pollutant emissions and exposure to air contaminants from urban buses and transit fleet vehicles. Urban bus fleets had to select either a diesel path or an alternative-fuel path.

Discounts on company car taxation for hybrid and alternative fuel vehicles will be scrapped under new tax terms revealed as part of yesterday’s Budget. The changes will affect the most polluting hybrids such as the Lexus RX 400H and biofuel ready cars such as the Saab 9-5 Biopower.
