The Energy Information Administration (EIA) estimates that in the United States from 2008 to 2017, crude oil represented only 61% of the retail price of gasoline. Refining costs and profits represented 12%, distribution and marketing costs 12%, and federal and state taxes 15%.

On September 10 th , the EIA reported a production decline in the Lower 48—essentially shale production—of 208,000 BOPD (barrels of oil per day). That is a staggeringly enormous number, approximately 10 percent of the estimated global over-supply. Taxes don't go away and then there's debt.

Gulf Coast retail gasoline prices tend to be the lowest in the country.
