In October 2023, Toyota announced it would invest an additional $8 billion in its North Carolina EV battery plant, which it first announced in December 2021, to make batteries for its EVs and PHEVs. The focus of the ZEV regulation should be shifted to address GHG emission reductions as well as criteria pollutants emission reductions. The Board called for a redesign of the ZEV regulation to help meet the goals outlined in the Governor’s Executive Order and in AB 32.
