In a June speech at Georgetown University, President Barack Obama said that the controversial Keystone XL pipeline would only be built if the project “ does not significantly exacerbate the problem of carbon pollution.” ( Earlier post.). However, unlike pipelines, rail cars do not necessarily require diluent for moving oil sands.
