Despite the economic effects of the global financial crisis (GFC), carbon dioxide emissions from human activities rose 2% in 2008 to an all-time high of 1.3 between 2000 and 2008, compared with 1% per year in the 1990s. Emissions from coal are now the dominant fossil fuel emission source, surpassing 40 years of oil emission prevalence.

The California Air Resources Board (CARB) has posted a revised draft of California’s proposed Short-Lived Climate Pollutant (SLCP) Strategy. SLCPs are a category of pollutants which remain in the atmosphere for a relatively brief period, but have global warming potentials that are much higher than those of CO 2.

CARB also adopted a new plan to curb destructive “super pollutants” including black carbon, fluorinated gases and methane. The plan, California’s Short-lived Climate Pollutant Reduction Strategy, maps out the route to more rapid greenhouse gas reductions by clamping down on these super pollutants.

Biodiesel blends became mandatory in early 2008, quickly followed by a raise in blend levels from 2 to 3% in July of the same year and from 3 to 4% in 2009.
