California ARB approves cap-and-trade amendments; linking with Ontario

Additionally, the Oregon legislature is considering a measure to establish a cap-and-trade system that is compatible with California’s. The Canadian province is expected to link with California’s program in 2018, becoming the second jurisdiction to join California following Quebec in 2014. California is on track to achieve its 2020 goal.

Coalition of 11 states sues US EPA over soot rules

Led by the State of New York, the coalition also includes California, Connecticut, Delaware, Maryland, Massachusetts, New Mexico, Oregon, Rhode Island, Vermont and Washington. EPA last revised the standards in 2006. The EPA had failed to meet an October 2011 deadline for revising the existing standards.

NOAA: US records warmest March, precipitation above average

That same pattern brought cooler-than-average conditions to the West Coast states of Washington, Oregon, and California.
