These zoning decisions blow in whatever direction the development winds are gusting in the city at the moment and there is no consistency, logic or equity in the decisions made. I imagine there will be tax incentives to build green generators when were at that stage. That being said, even a car that derives its energy from coal power plants would be far more clean.

Engineering proptypes enjoy a tax break. Companies can not sell engineering prototypes in which the company got R&D tax breaks in developing the product. If our country is going to spend money like a drunk sailor we should have spent it on building renewable energy power plants like Wind and Geothermal.
