The president is hoping to use incentives to get one million plug-in hybrid vehicles to consumers by 2015. Plug-in hybrids differ from hybrids on the road today in that they can go longer distances on battery power and can be recharged via electrical outlets. All will qualify for a $7,500 federal tax credit. Two million.

Berkeley will have a higher percentage than Fresno—it will not be unlikely for 3-5 PEVs to show up on one neighborhood circuit in Berkeley, overwhelming the local circuit, and leading to blackouts, he said.

Although charging infrastructure is beginning to find its way into cities, it may be awhile until they are available in residential neighborhoods en masse. Of course, EVs that arent designed for battery swaps wont use it, and plug-in hybrids wont need it. Charge at home solves fully 95% of average charge need. not an issue.
