A three-year study by a team of researchers based at MIT has concluded that fundamental changes are needed in the US energy-innovation system. In a recent vote, the California Public Utilities Commission (CPUC) authorized Southern California Edison (SCE) to procure between 1,400 and 1,800 megawatts (MW) of electrical capacity in the Los Angeles basin.
