The problem is that, unlike many other industries, resource extraction is extremely volatile, with supply responses very delayed. When oil prices go up, people buy fuel efficient cars. In other words, deficits create profit opportunities for drillers, ushering in new supplies. The price acts as a self-correcting mechanism.

According to Knittel the results suggest that the programme is an expensive way to reduce carbon, although he does state that it is possible the stimulus benefits outweigh added environmental costs.
