National Academies release third review of the 21st Century Truck Partnership

The National Academies have released a third review of the 21 st Century Truck Partnership (21CTP); the review follows the Phase 1 and Phase 2 reviews by the National Research Council in 2008 and 2012 ( earlier post ) and assesses the progress the partnership has made. A pathway to achieve 55% is being developed.

Calif. ARB releases GHG scoping plan update; more ZEVs, “LEV IV”, MD and HD regulations; ZEV for trucks; more LCFS

The update identifies eight key sectors for ongoing action: Energy; Transportation, fuels, land use and infrastructure; Agriculture; Water; Waste management; Natural lands; Short-Lived Climate Pollutants (such as methane and black carbon); and Green Buildings. In addition, fuels will come under California’s Cap-and-Trade Program in 2015.

EPA proposes new standards to reduce methane and VOCs emissions from oil and gas industry

Sources already subject to the 2012 NSPS requirements for VOC reductions that also would be covered by the proposed 2015 methane requirements would not have to install additional controls, because the controls to reduce VOCs reduce both pollutants. EPA required green completions for hydraulically fractured natural gas wells in its 2012 rules.
