Jacobson first showed in 2000 that black carbon was the second-leading cause of global warming after carbon dioxide in terms of radiative forcing and, in 2002, that its control would be the most effective method of slowing warming. Dont PHEVs just shift pollution from gasoline cars to power plants? But its monumentally less pollution , even on the national (half-coal) grid. And its easier to clean central power plants than millions of vehicles. And utilities are increasingly being mandated to increase their percentage of power from renewable sources.

The prototype vehicle, called Project PUMA (Personal Urban Mobility and Accessibility), is designed to ease congestion and pollution problems in cities. He started at CNET News in 2002, covering IT and Web development. A PUMA runs on lithium ion batteries, can reach 35 miles per hour, and can travel up to 35 miles between charges.

Denmark did that with Wind Power and now most of their energy comes from wind rather than oil, natural gas, or coal. I had surmised this in my 2002 car design thesis [link] even before anyone was talking about plug in series hybrids. The mines in Canada where the nickel & cadmium are mined is one of the most polluted places on Earth.
