It occurred in the wake of the California electricity crisis of 2000 and 2001, when mismanaged deregulation, market manipulation, and environmental catastrophe combined to unhinge the power grid. ACP looked at other ways of marketing its technology and saw an opportunity in the California electricity crisis then unfolding.

After retiring from IBM in 2002, Williams volunteered at the Computer History Museum , in Mountain View, Calif. in electrical engineering from the University of Southern California , in Los Angeles. While there, he restored the world's first hard drive—the IBM RAMAC—which is on display at the museum. He was granted 15 patents.

GM and Toyota had cooperated on the development of a small paddle inductive charger (MagneCharge), and had separately begun production when in 2001, the California Air Resources Board decided to support a single, conductive standard for EV chargers in California. Nissan has ambitions beyond mere wireless charging bays.
